Public Procurement in Reconstruction: Challenges and Solutions

On January 16, a meeting of procurement managers from Regional Offices of Restoration took place in Kyiv. 

The event was organized by the EU Anti-Corruption Initiative (EUACI) in cooperation with the State Agency for Restoration and Infrastructure Development of Ukraine

The conference served as a platform for procurement managers, international partners, and experts to exchange experiences, share practical advice, and discuss solutions to challenges in recovery procurement. It was the final in a series of training on effective procurement in the reconstruction process that took place during 2024. 

In his welcome speech, the Head of the EUACI Allan Pagh Kristensen emphasized the significance of procurement managers’ work:

“As international partners, we can provide funding, we can provide expertise, but  changes will have to come from within. It will be your dedication and your hard work that will drive this process and make it a success.” 

The Deputy Minister of Economy Nadiya Bihun pointed out: 

Ukraine’s procurement community demonstrates unique resilience: even during the war, we were able to restore transparency in procurement and adapt procedures to new challenges. This is not only a response to internal needs, but also a signal to the world that Ukraine is building a new, efficient and fair system.”

The conference served as a platform for procurement managers, international partners, and experts to exchange experiences, share practical advice, and discuss solutions to challenges in recovery procurement. It was the final in a series of training on effective procurement in the reconstruction process that took place during 2024.

“Transparency in procurement is a priority for the Agency for Restoration. The trust of partners, investment attractiveness, and our own comfort depend on it. We are building for ourselves, to stay, work, and live here,” emphasized the Deputy Head of the Agency Yurii Sverba.

Speakers included representatives from the Ministry of Economy, the Ministry of Communities and Territories Development, the National Institute for Infrastructure Development, and the Antimonopoly Committee of Ukraine. Experts from the NGO “Technologies of Progress” also presented an IT system for monitoring and risk management in procurement, developed with EUACI support.

The presentations covered key topics, including:

  • Harmonizing Ukraine’s public procurement legislation with EU directives;
  • Methodological support for procurement in construction;
  • Current issues in construction pricing;
  • Applying the Methodology for Determining the Cost of Road Works and Services;
  • Judicial practices in resolving disputes over public procurement;
  • Reviewing complaints regarding tender documentation and procurement decisions.

Over the past year, with EUACI support, 17 training sessions on risk mitigation in procurement were conducted for the Agency for Restoration and its regional offices. These online sessions, held twice a month, attracted more than 1000 participants, equipping them with tools and strategies to navigate challenges in public procurement.
