The EUACI hosted an online presentation of a draft law on corporate governance in municipal-owned enterprises (MoE) on 6 June in Kyiv. The event was organized together with the Parliament’s Committee on Economic Development, bringing together representatives of the government, local authorities, and international financial organizations to discuss amendments to improve efficiency and integrity in the management of municipal property.
“We are beginning an important discussion about the management of municipal enterprises. It concerns the everyday lives of Ukrainians — water, energy, and heating. It is about stability, transparency, and quality of services. We see a need for change and we believe that corporate governance has the potential to become a key mechanism for transparency and accountability,” EUACI Head Allan Pagh Kristensen mentioned.
Oleksiy Sobolev, the First Deputy Minister of the Economy of Ukraine, shared the experience of reforming corporate governance of state-owned enterprises and the prospects in this area. He noted that reforming the corporate governance of state-owned enterprises could become the basis for introducing changes in the municipal sector due to its specific characteristics.
Dmytro Natalukha, the Head of the Verkhovna Rada Committee on Economic Development, emphasized that corporate governance reform must answer the question of how to improve the state of municipal property and services and contribute to improving the living conditions of the population.

Oleksiy Movchan, the Deputy Head of the Verkhovna Rada Committee on Economic Development, and Taras Sluchyk, Team Lead of the Integrity Cities Component at the EUACI, presented a draft law that provides for the mandatory introduction of corporate governance for critical infrastructure enterprises: independent supervisory boards, an internal control system, and a system of accountability.

The Concept proposes to make it mandatory to implement elements of corporate governance in about 60 of the largest enterprises in the water supply, heating supply, and public transport sectors.
During the event, participants discussed ways to implement the proposed model in practice and shared examples, challenges, and visions of how these mechanisms could work on the ground — and what is needed to make them effective.
