Traditionally, pricing is considered one of the most common corruption risks in the field of construction. The risks often stem from the imperfection of regulatory frameworks and the lack of a legally established procedure for price analysis.
The Mykolaiv City Council and the Agency for Restoration are the first local government and state customer to develop and approve detailed procedures for mandatory monitoring of prices for goods and basic material for reconstruction projects.
The approved procedure regulates the process of analyzing current prices for basic construction materials and defines the objectives, principles, methods, and timing of such analysis.
Experts from the EU Anti-Corruption Initiative contributed to the development of the new procedures and documented the experience of Mykolaiv City Council and the Agency for Restoration in a manual.
