On 31 March, the Poltava City Council hosted the presentation of the results of a local regulatory acts review. The analysis was conducted by the experts of the EUACI.
The regulatory review is part of the EUACI’s systematic work with Poltava as Integrity City. The goal is to make local permits’ procedures more transparent, efficient, and easier to navigate for businesses and residents, while reducing the space for corruption.
The regulatory acts were assessed using the Regulatory Standard Indicators, a methodology developed by LRHub. Over the past six months, Poltava has made notable progress: its transparency score increased by 18% to reach 73%, and accountability rose by 26 % to 55%. The overall Regulatory Standard compliance score improved from 42% to 64%.
The review covered 33 existing regulatory acts, of which 17 were recommended to remain unchanged and 3 to be fully deregulated. The remaining 13 acts require amendments. These include rules on keeping domestic animals, household waste removal, tree removal and city maintenance.
At the city’s request, separate work continues on improving regulations in the areas of temporary structures, mobile trade, fair permits and outdoor advertising.
There are already several practical changes: the city website has been updated and entrepreneurs’ access to relevant information has significantly improved. The city has adopted a new procedure for drafting regulatory acts, establishing an institutional framework for the future.
The EUACI continues working with Poltava, both on implementing these recommendations and on broader efforts to strengthen transparency in the city.
