Parliament adopts a landmark law paving the way for the digitalization of criminal proceedings in Ukraine

Today parliament adopted a law On Amendments to the Criminal Procedure Code of Ukraine on the introduction of information and telecommunications pre-trial investigation systems paving the way for the digitalization of the criminal justice system in Ukraine. With the support provided by the EUACI, the National Anti-Corruption Bureau of Ukraine (NABU), the Specialised Anti-Corruption Prosecutor’s Office (SAPO), and the High Anti-Corruption Court (HACC) will be the first to launch the new eCase Management System which will mark the transition from paper-based to digital investigation and pre-trial adjudication of corruption cases in Ukraine. 

Eka Tkeshelashvili, the EUACI head of the program:

“Transition to the e-case management system is a revolutionary development in the criminal justice system in Ukraine. It provides an unprecedented level of transparency and efficiency of criminal proceedings and is in line with the holistic approach of the digitalization strategy of the government of Ukraine. The EUACI has been a staunch supporter of digitalization in the anti-corruption field. We are proud that with our support NABU, SAPO and HACC will be the first to launch an e-case management system and by that mark the beginning of digitalization of criminal proceedings in Ukraine. Experience of the introduction of e-case management systems in EU member states shows remarkable results – it changes the mindset in law enforcement and judiciary, increases tenfold effectiveness of law enforcement agencies, strengthens collaboration and enables efficient use of resources.”
