OECD standards for Municipal-owned enterprises

How to implement corporate governance in municipal-owned enterprises according to OECD standards and make them modern, accountable, and investment-attractive — these were the key questions discussed at the roundtable “OECD Standards for Municipal Enterprises,” held on 12 June in Kyiv.

During the discussion, participants were searching answers to the following questions:
▪ Why does “municipal” not have to mean “inefficient”?
▪ How can transparent corporate governance based on OECD standards be introduced in the municipal sector?
▪ How can international practices improve the performance of municipal owned enterprises in Ukraine?

The event was organized by the Corporate Governance Professional Association (CGPA) and the law firm Vasyl Kisil & Partners, with the support of the European Union Anti-Corruption Initiative in Ukraine (EUACI).

The roundtable brought together heads of industry associations, MPs, legal experts, and experts in municipal reforms. They all agreed: without the implementation of OECD standards, there can be neither effective governance nor sustainable development of enterprises.

Taras Sluchyk, Team Lead of the Integrity Cities Component at the EUACI, emphasised that the supervisory boards of municipal enterprises provide a platform for those who wish to apply their management experience in a new yet extremely important sphere. It is not only a career opportunity but also a real chance to make an impact on critical infrastructure.

Oleksii Movchan, the Deputy Head of the Verkhovna Rada Committee on Economic Development, presented the concept of a draft law on the mandatory implementation of corporate governance in municipal enterprises of critical infrastructure. The concept includes the introduction of independent supervisory boards, internal control systems, transparent leadership appointments, and policies for managing municipal property.

The draft law is scheduled to be developed in July and registered in the Verkhovna Rada in August.
