The economic development of a community and its attractiveness in terms of investments depend on the quality and transparency of municipal decision-making. The Poltava City Council has approved a new Regulatory Acts Procedure, establishing unified rules in the areas of business, tariffs and public amenities.
The document was developed with the support of the EU Anti-Corruption Initiative (EUACI).
The Act aims to make the city’s regulatory policy transparent and predictable.
Key changes under the new Procedure:
- all stages of decision-making, from planning to reporting, are now clearly regulated
- for each stage, an analysis of the economic consequences, the impact on the business activities, and the potential economic benefits and losses for the city are conducted
- public hearings become a mandatory stage
- corruption risk assessment
- monitoring of adopted regulatory acts
The amendments will help the city council to balance the interests of the community and business as well as minimise the scope for free interpretation of procedures or non-transparent decision-making.
