On 16 August, Taras Sluchyk, Team Lead of Integrity Cities’ Component of the EUACI, presented a methodology for enhancing the integrity of Municipal Enterprises at the Community Integrity Forum in Kyiv. The event was organised by the National Agency for Corruption Prevention (NACP) and the EU decentralization program, U-LEAD with Europe Europe, with the aim to share experience in implementing the best integrity practices in regions.
“For the EUACI, as the largest EU and Danish programme to support the anti-corruption reforms, municipal enterprises are relatively new partners. We understood that most often questions were raised about infrastructure and tariffs, but not about governance of these enterprises. For this reason, our cooperation is aimed at strengthening the accountability, transparency and efficiency of municipal enterprises,” said Team Lead of Integrity Cities Component Taras Sluchyk.
In this regard, the main tool of the EU Anti-Corruption Initiative is the concept of integrity assessment. It allows analysing the work of organisations and enterprises by an external partner, identifying strengths and weaknesses, and corruption risks.
The integrity assessments are carried out according to the Methodology developed by EUACI’s experts in cooperation with the Ministry for Restoration and the NACP. Methodology is useful for municipal managers, members of local councils, heads of municipal enterprises and authorised persons on corruption prevention and detection.

The panel was also joined by the Deputy Head of the NACP Sergiy Gupyak and Partner of Vasil Kisil & Partners Volodymyr Igonin, who spoke about tools and prospects for improving community integrity.
Volodymyr Igonin spoke about the corporate governance as one of the main tools for improving the efficiency of municipal enterprises and minimising corruption risks. He also mentioned the successful experience of cooperation with Mykolaiv, where the EUACI with the initiative of Mayor Oleksandr Sienkevych, is implementing the transformation of the water supply enterprise Mykolaivvodokanal to establish corporate governance in line with OECD standards.
“The first good example is Lviv. They have made progress in implementing corporate governance. With our help, a supervisory board was established at Lvivvodokanal. This is a pilot project, and we look forward to its success. Another good example, in my opinion, is the corporate reform at Mykolaivvodokanal. We hope that the implementation of the corporate governance roadmap will be officially approved by сity mayor by the symbolic Independence Day,” noted Vladimir Igonin.
