The EUACI’s experts have collected their experience and best practices in project implementation and transformed them into a guide that can assists the implementation of public investment projects with limited corruption risks.
The guide is based on the practical experience of modernising of more than 170 school canteens. This modernisation was conducted within the framework of the 2024 state subvention, with the Ministry of Education and Science of Ukraine acting as the main budget administrator.
This approach is universal and can be applied to public investment projects across various sectors, from education to social housing.
Key stages of project implementation:
- verification of project documentation and cost estimates for compliance with regulations and market prices;
- transparent procurement processes with reduced corruption risks;
- organising quality control at each stage of work;
- identifying risks before the start of construction works;
- ensuring compliance with modern technical and safety standards.
The methodology has already proven effective: its implementation has helped reduce expenses, prevent the unjustified use of budget funds, and increase the number of projects implemented without additional funding (link to news about monitoring results).
