How to measure the integrity of public utilities?

What is the level of transparency, ethics and managerial maturity of public utilities? From now on, communities and public utilities themselves can answer this question not intuitively, but using a clear methodology.

During the third Integrity in Hromadas Forum held on 30 October, representatives of EUACI and NACP presented the Methodology for Assessing the Integrity of Municipal-owned Enterprises. This practical tool helps determine how well MoEs comply with the principles of openness, accountability and ethical management.

The methodology describes five levels of maturity and covers seven assessment areas. It also provides clear indicators for each area, showing where the system is working effectively and where changes are needed.

In addition, the methodology contains specialised matrices for transport, road management, medicine and water management, which take into account sectoral characteristics in the assessment.

Self-assessment using the Methodology will help enterprises identify their strengths and areas for development, which will form the basis for effective management decisions and improvement of internal processes.
