A new General Director of the Municipal Enterprise (ME) “Mykolaivvodokanal” has been appointed in Mykolaiv following an open competition. This marks the first case in Ukraine in which the head of a municipal enterprise has been selected by an independent Supervisory Board through a transparent and competitive procedure.
The EU Anti-Corruption Initiative (EUACI) supports the implementation of corporate governance reform in Mykolaiv. Previously, the programme facilitated the establishment of the enterprise’s independent Supervisory Board. The EUACI also provided professional support throughout the director selection process and engaged a recruitment company to ensure an impartial and competitive selection.
The selection process lasted several months. Out of 19 applicants, three candidates advanced to the final stage. The final decision was based on interviews with the Supervisory Board, meetings with the Mayor, and the presentation of a 100-day action plan.
Gennadiy Izyumov, who has extensive experience in the municipal utilities sector, has been appointed as the new head of the enterprise. Previously, he headed the Mariupol water utility.
Mykolaiv’s experience is another practical example of how a city, in cooperation with the EUACI, is fundamentally transforming its approach to managing municipal assets by strengthening transparency, accountability, and efficiency for the benefit of its residents.
