EUACI shares best integrity practices for municipal enterprises

The National Agency on Corruption Prevention (NACP), with the support of the EUACI, the U-LEAD with Europe programme, and UNDP in Ukraine, held the third Integrity in Hromadas Forum in Kyiv. The event served as a cross-sector platform for coordinating actions and exchanging experience in building integrity at the local level.

“In times of war and constant threats, communities must be as efficient as possible in their work and use of resources. Integrity is one of the safeguards of our resilience — it compels us to use state and municipal funds effectively, from procurement to protecting critical infrastructure. The tools we present today are not just policies on paper but practical solutions already being implemented across communities, including in EUACI’s partner cities.” — said Dmytro Yakymchuk, Team lead of Integrity Cities and Integrity Reconstruction components of the EUACI.

During the Forum, the EUACI team presented integrity tools for municipal enterprises, including the Methodology for Assessing the Integrity of MoEs — a unified standard designed to enhance transparency and accountability in the utility sector.

The Methodology enables municipal enterprises to independently determine their current level of integrity, maturity and identify weaknesses in management and ethics. It builds on the experience of Integrity Cities of EUACI. To date, ten municipal enterprises in Mykolaiv, Chernivtsi, Nikopol, Zhytomyr, and Sheptytskyi have already passed integrity assessments.
