The EUACI launches new integrity-projects targeting municipal enterprises in Mykolaiv 

With the support of the EU Anti-Corruption Initiative (EUACI), a comprehensive integrity assessment of two municipal enterprises in Mykolaiv — “Mykolaivelektrotrans” and “Mykolaivoblteploenergo” — was officially launched. The international consulting company PwC Ukraine will conduct the assessment.

On 29 January, a kick-off meeting was held in the Mykolaiv City Council, where the key stages and the methodology of the assessment were presented. Over the next six months, PwC experts will analyze the enterprises’ operations, conduct interviews, and review regulatory frameworks and open-source data.

“We strive to be more efficient and transparent in order to cooperate effectively with international partners and donors. Conducting an integrity assessment serves as a quality benchmark that helps us refine our processes,” said Oleksandr Sienkevych, Mykolaiv City Mayor. 

The assessment methodology covers eight key areas of municipal enterprise operations, including governance, asset management, procurement, ethics, service provision, corporate governance, communication, and sector-specific features. A total of 43 indicators will be analyzed to evaluate the efficiency, transparency, and integrity of the enterprises.

Based on the assessment results, each enterprise will receive a report with recommendations and a risk mitigation roadmap, laying the foundation for future reforms.

“Confidence in municipal enterprises and their efficiency are key factors in attracting international support. An integrity assessment is not just a formality — it’s an opportunity to understand what can be improved and how to increase the effectiveness of the enterprise. This is an opportunity for improvement not only for the city but also for implementing best practices at the national level,” highlighted Taras Sluchyk, Team Leader of EUACI’s Integrity Cities Component.

The integrity assessment is one of the key tools for identifying and evaluating potential corruption risks in municipal enterprises. 

Eight municipal enterprises in five cities have completed this comprehensive assessment:

  • Zhytomyr: Municipal Hospital No. 1 and Municipal Road Management Enterprise
  • Chernivtsi: Chernivtsi Trolleybus Enterprise and Chernivtsivodokanal
  • Sheptytskyi: Central City Hospital and Chervonohradvodokanal
  • Mykolaiv: Mykolaivvodokanal
  • Nikopol: Nikopolvodokanal
