On 26 March, the Centre for Fiscal Policy Research held a public discussion “How are education funds spent? Monitoring Ukraine Facility financing” to discuss how education needs are financed under EU’s Ukraine Facility.
The EUACI expert Olga Kolodochka presented the monitoring mechanism for the state subvention on school canteen modernisation. Since 2024, the EUACI has been implementing it jointly with the Ministry of Education and Science of Ukraine and the School Nutrition Reform Team. This is the first comprehensive monitoring project of this kind in Ukraine.
The EUACI cooperates with the Ministry of Education on providing training for local government officials and supporting communities.
“We do this for communities, to help them, not to punish. The priority is to educate first, to raise their capacity, and only then, if violations occur, to react,” Olga Kolodochka said.
Over two years, the EUACI’s experts identified UAH 320.4 million in unjustified costs at the project selection stage. Reallocation of these funds allowed 36 additional schools to launch the modernisation project.
The EUACI continues its cooperation with the Ministry of Education and Science of Ukraine and the School Nutrition Reform Team to ensure that state subventions are utilized transparently and effectively.
