On 14 August, a presentation of the results of the study on the implementation of the eCase management system took place. Representatives of the National Anti-Corruption Bureau of Ukraine, the Specialized Anti-Corruption Prosecutor’s Office, the High Anti-Corruption Court, and the Ukrainian Advocates Association participated in the event.
eCase allows pre-trial investigations to be conducted electronically, replacing stacks of papers and time-consuming paper document flow. The system was developed and implemented with technical, expert, and financial support from the EU Anti-Corruption Initiative (EUACI).
The study comprehensively assessed infrastructure, information security, system usage, and user experience. Results showed that the system is operational and gradually expanding, and is on the way to realizing its full potential. Among the challenges are incomplete use of all functions, no access for defense lawyers, and technical and organizational issues.
“This is not only an IT system — this is also an important tool for creating more effective anti-corruption institutions. The system is operational, it has 346 users, some are using it on a daily basis, and the integration of document flows with HACC has become a success. However, its full potential has not yet been realized. And now we know what it will take and we are there to support,”
stated the EUACI Head Allan Pagh Kristensen.
The study provides recommendations to ensure that the eCase system continues to operate effectively and optimize electronic document management. The EU Anti-Corruption Initiative will continue supporting the development of the system.
