This was the view of experts during a panel discussion at the annual XIII Forum for the Development of Civil Society on December 5. The event was held with the support of the EU Anti-Corruption Initiative.
Among the speakers were Oleksandr Slobozhan, Executive Director of the Association of Ukrainian Cities; Hlib Vyshlinsky, Director of the Centre for Economic Strategy; Oleksandr Solontay, Head of the Agency for Recovery and Development; and Tetiana Boiko, Coordinator for Housing and Communal programs at the Civil Network OPORA.
The EUACI has been working with integrity at municipal enterprises in partner cities for several years. Hospitals, water utilities, and transport enterprises — a total of eight municipal enterprises have undergone comprehensive integrity assessments. Based on these assessments, best practices and recommendations for minimizing corruption risks are being implemented.
As part of implementing these recommendations, Mykolaiv City Council is currently introducing corporate governance measures at the “Mykolaivvodokanal” municipal enterprise with the support of the EUACI. By the end of the year, an open competition for independent members of the Supervisory Board will be launched.
