Chernivtsi has become the first EUACI’s partner city to introduce a new Key Performance Indicator (KPI) model for municipal enterprises.
On 27 January, the Executive Committee of the Chernivtsi City Council approved a set of KPIs for the Municipal Enterprise “Chernivtsi Trolleybus Administration”. The indicators were developed in partnership with experts from the NGO Agency for Recovery and Development, with the support of the EU Anti-Corruption Initiative (EUACI): https://cutt.ly/0tbWQaUz
From now on, the performance of the city’s main public transport enterprise will be assessed across four areas:
- Financial
- Operational and technological
- Service
- Sustainable development
The KPIs will help measure the quality of passenger services and the efficiency of route management.
The evaluation will be based on data from GPS trackers, financial reports, and feedback from city residents. Mandatory criteria also include passenger surveys on service quality, as well as the handling of enquiries and complaints.
The introduction of KPIs establishes a clear and transparent system for assessing the performance of urban public transport, focused on passengers’ needs and management transparency.
