On September 17, a meeting of the Steering Committee for the Mykolaiv-Denmark partnership took place in Mykolaiv.
The EUACI Head Allan Pagh Kristensen was invited to share the main achievements of the Program’s cooperation with the Mykolaiv City Council and outline the priority areas of work for 2025. Three main areas were highlighted:
Support to the management and control of international aid received by the city. A comprehensive set of mechanisms is now in place to ensure strict control with the incoming aid. Recently, a public web-portal was launched providing information about donors, projects and support received, ensuring full transparency. Mykolaiv is the first city in Ukraine with such a web-portal.
Improving Public Procurement in two key structures of the municipality – Housing and Utility Infrastructure Department (HUID) and the Capital Construction Directorate (CCD) – as well as in the water utility (Mykolaivvodokanal). The improved procedures will lead to more competition and more transparency.
Corporate Governance Reform of municipal utilities. The EUACI is supporting the City Council in introducing corporate governance tools. A roadmap has been developed for “Mykolaivvodokanal”, that also includes establishing a supervisory board. Mykolaiv will become a pioneer in this field.
The meeting was attended online by high-level representatives of Denmark and Ukraine. The State Secretary for Development Policy of the Danish Ministry of Foreign Affairs Lotte Macon, and the First Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine Vasyl Shkurakov joined the meeting.
As part of the visit to Mykolaiv, the EUACI held meetings with Сity Сouncil representatives with a focus on municipal utilities and the ambition to introduce corporate governance tools, including supervisory boards.
