On 27 October, a presentation of a key performance indicator (KPI) model for municipal-owned enterprises (MoEs) took place in Kyiv. It was developed by the NGO “Agency for Restoration and Development” with the support of the EU Anti-Corruption Initiative in Ukraine (EUACI).
The event brought together representatives of the government, local authorities, professional associations, experts, and international partners.
During the workshop, experts presented a new approach to determining KPIs for MoEs. In particular, KPIs were developed for water supply companies in Mykolaiv and Sheptytskyi. These indicators will contribute to an objective assessment of service quality, resource efficiency, and the financial stability of water utilities.
In Chernivtsi, the focus was on urban transport: KPIs help measure the regularity of routes, the quality of service for passengers, and the efficiency of route management.
The new model should also help cities better plan their strategic development and objectively evaluate the work of MoEs’ managers. In addition, it will form the basis for a fair bonus system and increase transparency in the municipal sector.
KPI policies are expected to be officially approved in a number of cities in the near future, including Mykolaiv, Chernivtsi, and Zhytomyr.
