 7th EUACI Steering Committee Meeting

The Steering Committee of the EU Anti-Corruption Initiative (EUACI) gathered in Kyiv, 21 November  for its 7th meeting. The participants reviewed the overall implementation progress of the Programme and got acquainted with the formulation of the next phase of the project – EUACI Phase II, which starts 24 May 2020.

The Head of the European Neighbourhood Department of the Ministry of Foreign Affairs of Denmark, Lars Bo Moeller, expressed his appreciation of the proper cooperation between the EU Anti-Corruption Initiative and programme partners . He also recalled achievements since the previous Steering Committee meeting.

Minister of the Cabinet of Ministers of Ukraine Dmytro Dubilet, who co-chaired the Steering Committee meeting noted that digitalisation gives  fewer opportunities for corruption. In his opinion fighting against corruption and maintaining the rule of law is the primary vehicle for the economic development of the country.

The project design team of the consulting company TANA informed the Steering Committee on the progress of the development of the programme document of the second phase of the EUACI. .

7th EUACI Steering Committee Meeting

Eka Tkeshelashvili, the Head of the EUACI, outlined the major achievements and challenges that have emerged since the previous Steering Committee meeting. She also presented the Quarterly Progress Report for the 3rd Quarter. The substantial progress has been achieved in implementing the planned activities across all three components of the programme. Given the limited time left in the EUACI Phase I, particular attention was paid to thorough monitoring of the activities to be implemented during the remaining time, i.e. until 23 May 2020.. The reporting period was characterised by steady progress in the implementation of IT-tools for various anti-corruption institutions. As part of the planned anti-corruption activities, the Programme actively supports the development and implementation of digital solutions which enhance transparency, accountability, efficiency and effectiveness of service delivery to citizens, as well as improve the internal cooperation of anti-corruption bodies in Ukraine. During the Steering Committee meeting the progress of such projects as the E-Case Management System, the Data Warehouse and the Geoportal of the City (within the  “Integrity Cities” project) were reviewed.

Eka Tkeshelashvili observed: “Our achievements are part of the teamwork that we carry out with our Ukrainian partners. Once the EUACI Phase I is completed, we willleave a legacy of  effective and efficient chain of anti-corruption bodies operating on the principles of transparency and accountability.”

The Steering Committee of the EU Anti-Corruption Initiative meets twice a year. It provides a mechanism for the joint decision-making on the Programme implementation. Steering Committee consists of the representatives of the Royal Danish Embassy to Ukraine and EU Delegation to Ukraine; heads of the key Programme beneficiaries: National Anti-Corruption Bureau of Ukraine (NABU), High Anti-Corruption Court of Ukraine (HACC), Specialized Anti-Corruption Prosecution Office (SAPO), National Agency of Corruption Prevention (NACP), State Service of Financial Monitoring of Ukraine (SFMS), Asset Recovery and Management Agency (ARMA); mayors of the Programme’s partner cities as well as the representative of the Regional Press Development Institute (RPDI).
