Mykolaiv is a southern Ukrainian fortress located on the front line with Russian troops. The city is under constant shelling and faces an enormous challenge to rebuild. Still, the city`s commitment to integrity and transparency is paving the way for a robust recovery.
Cooperation between the EU Anti-Corruption Initiative and Mykolaiv began in late summer 2022. At that time, Denmark patronaged the city to work together on developing recovery projects and attracting investors from different countries.
Ensuring a robust and transparent recovery requires a multi-pronged approach:
- establishing clear and open public procurement processes for rebuilding infrastructure;
- implementing strong corporate governance practices within critical utilities;
- guaranteeing complete accountability in the distribution of international aid;
- establishing effective internal audit and control systems to ensure responsible use of resources.
УIn close cooperation with Mykolaiv City Council, we are working to implement best practices of integrity. Together with the EU Anti-Corruption Initiative launched pilot projects like:
- Damage and Needs Assessment Report based on satellite images and GIS data
- Transparent use of international assistance: monitoring system and web portal for reporting developed
- Integrity Assessment of Mykolaivvodokanal: Transformation of critical infrastructure through a Risk Mitigation Plan
- Building Back Better with Integrity: price monitoring, open estimates, and fair play in procurement
- Corruption Risk Assessment: identifying and mitigating corruption risks
- Robust regulatory policy
The Mykolaiv City Council and the EUACI share a common aspiration to make Mykolaiv a model city, leading the way in transparent and accountable post-war reconstruction. Through integrity, Mykolaiv will ensure resources are used efficiently, fostering trust with residents and investors alike, attracting further aid, and accelerating the city’s post-war recovery. This vision extends beyond Mykolaiv`s borders, inspiring other war-torn cities to adopt similar practices and become shining examples of ethical rebuilding.
