Background
EU4Reconstruction supports Ukrainian municipalities in strengthening strategic governance, improving public investment management, and enhancing their capacity to plan and implement recovery and reconstruction in line with European standards.
As part of this support, EU4Reconstruction is working closely with the Vinnytsia City Council to finalise and approve the Vinnytsia Development Strategy 2026–2034. The Strategy will serve as the city’s principal framework for guiding sustainable urban development, recovery, reconstruction, and investment planning while strengthening the City’s capacity for evidence-based decision-making and strategic management.
To ensure broad public participation and effective communication throughout the Strategy development process, EU4Reconstruction seeks a qualified Service Provider to design and implement an integrated communication and public outreach campaign.

Objective and key results
The objective of the assignment is to support the Vinnytsia City Council in designing and implementing an integrated communication campaign accompanying the preparation, public consultation, approval, and initial implementation of the Vinnytsia Development Strategy 2026–2034.
The assignment will strengthen the City’s communication capacity, increase public awareness and stakeholder participation, and foster long-term ownership of the Strategy among citizens and stakeholders. It will establish a strong and recognisable visual identity for the Strategy, develop practical communication tools and a dedicated digital platform to support transparent public engagement, and build the capacity of municipal staff to manage strategic communications beyond the completion of the assignment. By the end of the project, Vinnytsia City Council will have a sustainable communication framework and the tools needed to continue engaging stakeholders during Strategy implementation, while ensuring that at least 100,000 residents are informed about the Strategy and opportunities to participate in the city’s long-term recovery and development.
Required Qualifications
The assignment is open to communication agencies, consulting firms, non-governmental organisations, or multidisciplinary teams of experts with proven experience in designing and implementing strategic communication and public awareness campaigns for public sector institutions, municipalities, donor-funded programmes, or international organisations. Applicants should demonstrate expertise in stakeholder engagement, public participation, development of communication materials, and digital communication, including the design and development of websites or dedicated landing pages.
The proposed team shall include, at a minimum, a Team Leader / Strategic Communication Expert responsible for the overall coordination and quality assurance of the assignment, and a Communication and Content Expert responsible for the development of communication materials and public outreach activities. Depending on the proposed methodology, the team may also include additional specialists, such as a Graphic Designer, Web Developer or UX Designer, Social Media Specialist, Media Relations Expert, Photographer or Videographer, and Stakeholder Engagement Specialist, or other experts necessary to ensure the successful implementation of the assignment.
Budget, Duration and Submission of Proposals
The maximum budget available for this assignment is EUR 30,000 (exclusive of VAT, where applicable). The assignment is expected to commence upon contract signature and shall be completed by 30 November 2026.

- CVs of the proposed Key Experts and a Technical Proposal, including the proposed methodology (Annex 1);
- A portfolio demonstrating relevant experience in comparable assignments;
