The EU4Reconstruction is looking for a Team Leader for Capacity Development of the State Agency for Reconstruction and Infrastructure Development of Ukraine (SARDI).
The EU4Reconstruction
The European Union (EU), together with Denmark, Germany, France and Lithuania, launched EU4Reconstruction, a €37 million Team Europe Initiative that unites the strength, experience and solidarity of the EU to support Ukraine’s ongoing recovery and reconstruction.
The initiative aims to strengthen governance, improve public investment management, and enhance coordination across levels of government, with a strong emphasis on EU values. The TEl is to be divided into two parallel and communicating streams; one stream will be composed of GIZ (Lead Organisation) and Expertise France (Partner Organisation) and the other will gather the Ministry of Foreign Affairs of Denmark (Lead Organisation) and CPVA (Partner Organisation).
EU4Reconstruction will reinforce the leadership of the Ministry for Communities and Territories Development, strengthen the State Agency for Reconstruction and Development of Infrastructure (SARDI), empower local governments to manage reconstruction professionally and sustainably, and support civil society and independent media to play an active role in oversight, ensuring public trust and reducing corruption risks
The programme will strengthen the policy dialogue around reconstruction and recovery and will focus in particular on the governance of public investment management, public infrastructure management at national, regional and local levels and how to link this with necessary capacity development to make the system work. Part of this process will ensure that the stakeholders in the programme and their policy and regulatory setup are prepared for EU accession. This will, in particular, ensure resources are allocated effectively, transparently, accountably and with broad inclusion in infrastructure planning and execution, reflecting the subsidiarity principle.
This assignment concerns stream 2 where Denmark lead programme implementation of specific objectives related to the State Agency for Reconstruction and Development of Infrastructure (SARDI), with inputs from Lithuania.
The position
Title: Team Leader for the Capacity Development of the State Agency for Reconstruction and Development of Infrastructure (SARDI) (Component 2)
Place of service: The EU4Reconstruction office in Kyiv.
Contract: We offer a contract for a fulltime position with the Danish Embassy.
Conditions: A salary according to qualifications and embassy staff policy and a benefit package as for embassy staff, including performance bonus, health insurance and five weeks of paid holidays.
Team: The Team Leader for the Capacity Development of the State Agency for Reconstruction and Development of Infrastructure (SARDI) (hereinafter – Team Leader of Component 2) is head of a team of four staff members and a big group of senior external consultants and refer to the Head of the Program.
Area of Responsibility
Team Leader for the Component 2 will be responsible for the program output: SARDI has the capacity to operate as a transparent, efficient, and EU-compliant institution, effectively managing sustainable and accountable reconstruction efforts.
While EU4R is a new program being launched, the Team Leader will have an important role in setting direction, recruiting and shaping the team and ensuring a smooth phasing-in of the program.
This area focuses on
- Reforming and strengthening the capacity of SARDI aligned while revisiting the mandate of institutions and the relationship with the Central Procurement Organization (SoE “InfraProject”), SoE “Project Management Group”, Regional Offices for Restoration, National Institute for Development of Infrastructure to reflect their role in reconstruction and enhance the effectiveness and accountabilities
- Capacity building and development of SoE “Infrastructure Project” as Central Procurement Organization under the SARDI
- Support of development and implementation of digital tools for SARDI to improve the efficiency of institution and its ecosystem
- Establishment of Human resource policies and management arrangements to enhance retention and quality of SARDI and RORs staff
The successful candidate has to:
- Be an inspiring Team Leader who shows leadership, takes initiative and ensures that team members and external advisors are delivering their very best in an atmosphere of trust and respect.
- Be able to work both at a strategic and operational level and define short and long-term assistance to partners.
- Take part in the strategic development of EU4Reconstruction support to the SARDI and its ecosystem.
- Assist in stakeholder management, including liaison with governmental counterparts (e.g., SARDI, MCTD, sectoral Ministries) international partners, and the EU Delegation.
- Develop detailed work plans, budgets, and resource allocation for the component, ensuring alignment with the overall program document
- Contribute to analytical and legislative work in the field of construction.
- Organize the Program’s engagement with SARDI, including by providing capacity building, IT and other support.
- Overseeing progress and results: facilitating joint capacity building projects monitoring, supporting horizontal implementation, and delivering regular progress reports.
- Supporting communication with GIZ, Expertise France, CPVA international partners, SARDI, CPO and IFOs
- Facilitating communication between the Agency and international partners regarding joint capacity-building projects.
- Keeping all stakeholders informed about project progress, milestones, and potential challenges, while ensuring a cohesive and integrated approach to project activities.
- Provide mentoring and coaching of staff.
- Ensure the quality of the work and represent sound values as to procurement and administrative practices in compliance with high Danish MFA standards.
- Be responsible for the Team’s programme planning, reporting and budgeting, including reviews of the agreed work plans and budget utilization.
- Assist with other duties as agreed with the Head of the EU4Reconstruction.
Requested Profile/Qualifications
- Master’s Degree in Construction, Public Policy, Public Administration, Law, Political Sciences, Business administration or related field.
- Experience as a Team Leader or similar management position.
- A minimum of 5 years of demonstrated professional experience in the field of capacity building for or within national level state institutions.
- Strong analytical skills, experience in capacity building and strategic consultancy for public institutions.
- Strong ability to work in teams; creating an enabling environment, mentoring and developing partners and colleagues.
- Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
- Knowledge of implementating of IT projects in public institutions will be an advantage.
- Knowledge of construction sphere in Ukraine will be an advantage.
- Fluency in Ukrainian and English language is required.
- Keen sense of ethics, integrity, and credibility.
