Background and context

The EU Anti-Corruption Initiative (EUACI) is the leading anti-corruption program in Ukraine, funded by the EU, United Kingdom International Development, co-funded and implemented by the Ministry of Foreign Affairs of Denmark. The program has worked in Ukraine since 2017, and it is aimed at supporting Ukraine in its efforts to reduce corruption at the national and local level through the empowerment of citizens, civil society, and state institutions. The strategic objectives are that: corruption in Ukraine is reduced; Ukraine advances with anti-corruption reform; and reconstruction in war-affected areas of Ukraine is implemented within a framework that incorporates transparency, accountability and integrity.

The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) are among the core institutions of Ukraine’s anti-corruption architecture, responsible for detecting, investigating, and prosecuting high-level corruption. Public trust in these institutions and in the anti-corruption effort as a whole depends to a significant extent on clear, transparent, and professional communication with citizens.

To strengthen this communication capacity, the EUACI aims to support NABU and SAPO in producing high-quality video content that explains their mandate, presents the progress and results of anti-corruption investigations in an accessible way, and increases public awareness and understanding of anti-corruption proceedings. To ensure consistent and professional communication support, the EUACI is seeking the services of agencies or private entrepreneurs to create video content for NABU and SAPO.

The EUACI therefore plans to engage an external expert or company with relevant experience to provide professional video production services on demand. The services are expected to cover the full lifecycle of video content creation, from concept and script development to filming, editing, post-production, and adaptation for different platforms.

Objective

The objective of the activity is to strengthen the communication capacity of NABU and SAPO by providing professional video content creation services. The support should enable both institutions to produce clear, engaging, and high-quality audio-visual content that communicates their mandates, activities, and results, increases public understanding of their work.

Scope of work

The EUACI is seeking proposals from qualified service providers to support the communication activities of NABU and SAPO by providing on-demand video content creation services. The developed content will further be published on multiple communication channels, including NABU’s YouTube channel and the social media of NABU and SAPO.

The scope of services may include:

  • development of concepts, scripts, and storyboards for video content;
  • filming and professional audiovisual production;
  • video editing, post-production, sound editing, and color correction;
  • development of motion graphics, animation, subtitles, and other visual elements;
  • adaptation of video content for websites, social media platforms, media, public events, and communication campaigns;

Each assignment will be agreed in advance with EUACI, including its scope, expected deliverables, timeline, and budget. The Service Provider will be responsible for ensuring access to all necessary software, licences, equipment, and other technical resources required to perform the services.

All content must align with the branding guidelines of NABU and SAPO. The service provide will work closely with the communication teams of NABU and SAPO, and report to the EUACI.

NABU and SAPO shall own all intellectual and other property rights to any content developed by the bidder in connection with the execution of this contract.

Deliverables

  • Producing and editing high-quality video content in different formats on demand of the institutions’ requests;
  • Providing high-quality motion graphics and animated content, including animated infographics;
  • Providing scenario/scriptwriting, filming, and post-production services;
  • Adapting video content for different social media platforms, including subtitling and captioning;
  • Professional consultancy on the relevance of the content to be developed concerning social media engagement, ad placement, strategy, and success metrics;
  • Introducing new and emerging forms of video content as well as other related services.

Requirements to the Service Provider/s

The contract can be awarded to creative agencies or private entrepreneurs who are registered as private entrepreneurs or LLCs under Ukrainian legislation.

The Consultant shall ensure the possibility of involving experts of various professional categories (expert pool) to provide services on the development and implementation of video content, in particular:

  • Video production and editing
  • Scenario and scriptwriting
  • Motion graphics and animation
  • Sound design and post-production

Assignment of specific team members depends on the scope and complexity of tasks within the agreed support budget.

Other requirements for the bidders:

  • Proven experience in video production and content creation (at least 5 years).
  • Strong portfolio showcasing video and motion graphics content.
  • Experience working with state institutions and awareness of the anti-corruption or other reforms context in Ukraine will be considered an advantage.
  • Ability to provide creative, high-quality, and innovative video solutions tailored to different formats and audiences.
  • Ability to handle sensitive information responsibly and to communicate on anti-corruption topics accurately and impartially.
  • Ability to meet tight deadlines and provide revisions based on feedback.

Special requirements:

By signing the contract, the Service Provider agrees to hold in trust and confidence any information or documents (“confidential information”), disclosed to the Service Provider or discovered by the Service Provider or prepared by the Service Provider in the course of or as a result of the implementation of the contracts and agrees that it shall be used only for the purposes of the contract implementation and shall not be disclosed to any third party without the EUACI, NABU and SAPO authorisation.

For this assignment, a hybrid mode of work is expected with systematic and regular offline meetings with representatives of NABU, SAPO and the EUACI upon their request. Service Provider will report to the EUACI. Service Provider shall de-brief the EUACI prior to finalising the assignment.

Timeline and budget

The intended commencement date is the date of signature of contracts with the selected service provider(s),expected in September 2026. The contract will be concluded for a period up to 12 months, no later than August 2027.

The contractors will be paid by the units of provided services. The total contract budget cannot exceed EUR 28,000.

The bidder or team of bidders must submit the following information:

  • CV(s) or company profile detailing relevant experience and expertise of the team;
  • Portfolio showcasing relevant video content cases;
  • Financial proposal, including estimated costs for different types of deliverables mentioned above per working hour.
