Integrity assessment of Regional Offices for Restoration to support the transformation process of the Agency for Restoration ecosystem

In January 2023, the Government of Ukraine established the State Agency for Reconstruction and Development of Infrastructure of Ukraine (hereinafter – the Agency). The Agency has been tasked with ensuring the efficient and transparent implementation of construction projects aimed at the country’s rapid recovery and post-war reconstruction. The mission and scope of the Agency include critical infrastructure, energy infrastructure, housing, social and transport infrastructure.

The regional Offices of “Automobile Roads” have been renamed into Regional Offices for Restoration and Development of Infrastructure (hereinafter – RORs) and their functions have been significantly extended with reconstruction of residential, civil engineering and infrastructure objects destroyed by Russian invaders. 

RORs are legal entities within the sphere of the Agency’s management. RORs are “construction employers” according to Ukrainian law and perform all the respective duties. 

The RORs face a number of challenges and risks that stem from their reorganisation and updated mandate. The outdated regional and organisational structure of RORs inherited from the regional road services does not correspond to their current tasks and new challenges stemming from the recovery needs. Capacity and expertise of the RORs may not correspond to their new mandate, creating risks and obstacles to the effective implementation of reconstruction projects. Moreover, RORs carry out procurements and manage budget spending and thus their activities can be connected with a number of corruption risks.

The objectives of assignment are as follows:

  • Identify risks or inefficiencies in the current organizational and management structure of RORs, their functions and other key elements of the RORs operating model; 
  • Propose updated regional structure and operating model of RORs, including considerations as to the distribution of functions between the Agency, RORs, the Advisory Group, Central Procurement Office and Group of Management of Projects to minimize any corruption and/or management risks;  
  • Develop a model for the organizational and management structure of a standard RORs and provide recommendations for standardising and optimizing processes and other key elements of RORs operating model to increase integrity, transparency, and accountability of RORs.

Key tasks:
• Conduct Integrity assessment and interviews
• Development of New Operating Model(s)
• Conduct Strategic Session for the Agency and RORs
• Provide Recommendations for the RORs Integrity Transformation

The Consultant’s core team shall include the following profiles:
• Team Lead
• Senior Business Analyst
• Senior Legal Expert 
• Senior Construction Expert
• Senior Expert in public finance.

The maximum budget available for this assignment is DKK 965 827,00 (approx. EUR 130 000,00)

The expected duration of the assignment is approximately 6 months

Criteria for selection 

  1. Experience in consulting on the transformation of public sector institutions
  2. Experience in implementing contracts for the implementation of good governance practices
  3. A maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
