Background

EU4Reconstruction supports Ukrainian municipalities in strengthening strategic governance, improving public investment management, and enhancing their capacity to plan and implement recovery and reconstruction in line with European standards.

As part of this support, EU4Reconstruction is working closely with the Vinnytsia City Council to strengthen institutional capacities for strategic governance, public investment management (PIM), and corporate governance of municipally owned enterprises. The Programme aims to support the City in translating strategic priorities into implementable programmes and projects, strengthening links between strategic planning, budgeting, and public investment management, and improving institutional arrangements for implementing recovery and development initiatives.

To support these objectives, EU4Reconstruction seeks to engage an Advisor on Strategic Planning and Public Investment Management Support in Vinnytsia, who will serve as the principal local coordination and implementation focal point for the Programme. The Advisor will work closely with the EU4Reconstruction team, the Vinnytsia City Council, municipal enterprises, and international experts to facilitate the implementation of programme activities, strengthen institutional capacity, and support the practical implementation of governance reforms.

Objective and Key Results

The objective of the assignment is to provide embedded advisory, coordination, and implementation support to the Vinnytsia City Council on behalf of the EU4Reconstruction programme in order to strengthen institutional capacities for strategic planning, public investment management, and governance reforms.

The Advisor will facilitate the implementation of technical assistance provided under EU4Reconstruction, promote coordination among municipal stakeholders, and support the institutionalisation of improved governance practices. The assignment will contribute to the effective implementation of the Vinnytsia Development Strategy, strengthen the integration of strategic planning with budgeting and investment programming, improve the City’s public investment management system, support the implementation of agreed corporate governance reforms in selected municipally owned enterprises, and strengthen the capacity of municipal staff through continuous advisory support, coaching, and knowledge transfer.

By the completion of the assignment, the Vinnytsia City Council is expected to have strengthened institutional arrangements for strategic governance and public investment management, improved coordination of recovery and investment initiatives, enhanced implementation capacity, and increased organisational ownership of reforms introduced under the EU4Reconstruction programme.

Required Qualifications

The assignment is open to qualified individual experts with demonstrated experience in strategic advisory, public sector reform, institutional development, municipal governance, or implementation of development and reform initiatives in cooperation with local or regional authorities.

Applicants shall possess a Master’s degree in Public Administration, Economics, Public Policy, Political Science, Law, Urban and Regional Development, Finance, Governance, or another relevant field, together with at least three years of relevant professional experience.

Applicants should demonstrate experience in one or more of the following areas:

  • strategic planning and performance-oriented governance;
  • public investment management and investment planning;
  • local governance and public administration reform;
  • municipal development, recovery and reconstruction planning;
  • corporate governance or institutional strengthening of public or municipally owned entities.

Experience working with municipalities, international organisations, donor-funded programmes, or technical assistance projects will be considered a strong advantage. Applicants shall demonstrate excellent coordination, stakeholder engagement, analytical, and communication skills, as well as fluency in Ukrainian and a good command of English.

Budget, Duration and Submission of Applications

The maximum budget available for this assignment is up to EUR 24,000 (exclusive of VAT). The contract also provides for reimbursement of approved travel and subsistence expenses of up to EUR 2,000 in accordance with the applicable EU4Reconstruction travel rules.

The assignment is expected to commence following contract signature and will be implemented over a period of 12 months. The Advisor will be primarily based in Vinnytsia and is expected to maintain a regular on-site presence throughout the assignment.
