About Program

The EU Anti-Corruption Initiative (EUACI) is the European Union’s anti-corruption support program in Ukraine funded by the EU, co-funded and implemented by the Ministry of Foreign Affairs of Denmark. The program was launched in 2017 as a collaborative effort to combat corruption in Ukraine.

It began as a response to the urgent need for anti-corruption reforms in the country. The program is based on a holistic approach, addressing the corruption challenges from different angles and supporting both demand and supply side. 

The EUACI works in the following four areas:

Area 1. Support to anti-corruption Institutions (key partners: the National Anti-Corruption Bureau of Ukraine, the Specialized Anti-Corruption Prosecutor Office, the High Anti-Corruption Court and the National Agency on Corruption Prevention).

The aim is to enhance the capacity of anti-corruption institutions, allowing partners to improve their performance. The EUACI provides support to improve the framework conditions of these institutions, including through legislation.

Area 2. Support to promote transparency and accountability of the reconstruction process (key partners: the Ministry for Restoration, the Agency for Restoration and the city of Mykolaiv).

The EUACI is providing expertise, capacity building and IT systems to strengthen transparency, accountability and integrity in the reconstruction process.

Area 3. Support to Integrity Cities (Mykolaiv, Zhytomyr, Chernivtsi, Chervonograd, Mariupol and Nikopol City Councils).

Strengthening the capabilities of the Integrity Cities in applying good governance practices by providing integrity tools and advisory support.

Area 4. Support to civil society and investigative media

Support to enable investigating media and civil society actors to investigate corruption, enhance awareness and monitor anti-corruption efforts.

Area І Support to anti-corruption Institutions

Increasing the independence, efficiency and capacity of anti-corruption institutions and supporting Ukraine’s efforts in preparing for EU-integration

What we do:

  • Develop the institutional capacity and strategic leadership of anti-corruption institutions.
  • Provide training, IT and other technical support.
  • Provide thematic expert support and consultations.
  • Engage in legislative and policy work.

Area II Supporting the reconstruction process

Ensuring that transparency, accountability and integrity become integrated in the reconstruction process

The EUACI is providing support in the following directions: 

  • Developing and implementing information and communication systems to ensure accountability of the recovery processes, including by providing GIS and IT systems.
  • Providing expertise and advisory functions, including legislative support.
  • Coordinating international technical assistance projects aimed at accountable, transparent, and efficient use of funds and integrity restoration.
  • Providing support in strengthening public procurement policies and mechanisms.
  • Providing capacity building and relevant training.

Area III Integrity Cities

Increasing the capacity of cities to apply best governance practices in order to prevent and close gaps for corruption

Integrity Cities is the EU Anti-Corruption Initiative’s (EUACI) project designed to increase the transparency and accountability of local authorities by optimizing internal procedures and processes, engaging the community in decision-making and facilitating access to information.

The cooperation is based on a strong local ownership and leadership by city mayors and their teams.

It started in 2018 and covered five cities: Zhytomyr, Mariupol, Nikopol, Chervonohrad, and Chernivtsi. In 2022, the city of Mykolaiv joined the project. 

A number of tools have been implemented in each of the cities to increase transparency and accountability in governance, as well as to facilitate access to decision-making for active citizens. 

Directions of cooperation with Integrity Cities:

  • Strengthening the capacity of the city administration.
  • Development and implementation of ІT products.
  • Integrity assessments of critical public utilities.
  • Improving technical supervision of reconstruction objects.
  • Improving the public procurement processes.
  • Implementation of the internal audit function.

Currently, the EUACI and Integrity Cities continue to work on improving the tools created and launching new areas of cooperation. A team of local advisors, EUACI consultants, and external experts is engaged.

The cooperation between the EU Anti-Corruption Initiative and cities is an example for other communities in Ukraine that we are sharing with the Association of Ukrainian Cities.

Area ІV Supporting media and civil society

Increasing the culture of integrity in Ukraine through the engagement of the civil society and investigative media

What we do:

  • Support civil society and the media in raising awareness, investigating corruption, and developing and advocating for legislation and other public policies.
  • Promote public integrity, accountability, and transparency.
  • Improving the public’s awareness of citizens’ role in and opportunities to hold public officials accountable.
