Description:
The European Union Anti-Corruption Initiative (EUACI) in Ukraine is a joint EU and Government of Denmark financed programme aimed at supporting Ukraine to reduce corruption at the national and local level through the empowerment of citizens, civil society, businesses, and state institutions. This assignments falls under EUACI’s component 2, where partner cities are supported in their efforts to strengthen integrity, transparency, and accountability.

This assignment concerns the provision of technical assistance services to the cities of Chernivtsi and Zhytomyr with the purpose of helping these cities develop and implement an electonic reception hall (E-Reception Hall). The two cities view an E-Reception Hall as an  IT product that combines internal and external electronic tools for obtaining, processing and publishing information in the interaction framework between city residents (legal entities and individuals) and the executive bodies of city councils, utilities, institutions and organizations.  Both Chernivtsi and Zhytomyr have developed and approved a concept for their E-Reception Hall that describes the desired scope and functionalities of the desired systems. The EUACI has provided assistance for the technical validation and translation of the concepts into technical specifications that will be provided along with the Terms of References for the assignment at the proposal Development stage. The assignment is expected completed over a 10 months period and is estimated to require a total input of 263 person days.
