Terms of Reference for the Administrative Assistant of the Independent External Assessment Commission (Audit Commission) for Assessing Ukraine’s National Agency on Corruption Prevention’s (NACP) Effectiveness

 

Background information 

According to the Law on Corruption Prevention, the Audit Commission is established to conduct an independent external assessment of the NACP’s effectiveness as defined under the Methodology and Criteria approved by the Cabinet of Ministers. The Audit Commission is set up of three persons appointed by the Cabinet of Ministers of Ukraine on 10th November 2021, namely Ms. Diana Kurpniece, Ms. Laura Stefan and Mr. Joseph Gangloff. In order to ensure smooth work of the Audit Commission a Commission’s Secretariat will be set up to assist the Audit Commission in its activity.

Area of Responsibility 

Overall objective of this assignment is to carry out duties required to ensure the effective daily operation of the Audit Commission. 

Tasks to be performed: 

  • Carry out day-to-day administrative and logistical requirements, including, but not limited to travel requirements of the Audit Commission members. 
  • Organize and schedule meetings of Audit Commissioners.
  • Register and store incoming and outgoing correspondence of the Audit Commission. 
  • Coordinate with the Government's Secretariat to ensure the effective operation of the Audit Commission. 
  • Ensure smooth office running, including providing general support to Audit Commission members, visitors etc.
  • Other tasks assigned.

Requirements

  • Undergraduate degree in law, international relations, social sciences, business administration or another similar field is required.
  • At least 1-3 years of professional experience
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel and PowerPoint.
  • A self-starter, able to identify improvements to working practice, make recommendations and implement change.
  • Excellent interpersonal skills and the ability to work constructively
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Fluency in Ukrainian and English is required.

Timeframe

The Audit Commission’s Secretariat is a short-term unit that is set up to assist the Audit Commission. It is planned that the official launch of the Audit process shall be done in the January 2022. The position of the Administrative Assistant depends on the functioning of the Audit Commission, thus this is a short-term position for the period of five months, starting from 3rd January 2022 until 31st May 2022 with monthly payment 1 200 EUR.

The assignment will be implemented ensuring equal opportunities for men and women and integration of the youth.
